I am told VM issue new license policy for new product.
Could you help me to address what license should we buy?
one vCenter Server instance.
Two HPE server as host.
The HPE parameter as below:

With the new licensing model, licenses are subscription based, i.e. not perpetual anymore.
In your case, you'd need to license 16 cores per CPU , which is the minimum per CPU.
2 host x 2 CPUs => 4 x 16 cores => 64 cores
This already includes vCenter Server Standard, and production support.
Hint: A 3 years prepaid subscription is a lot less expensive, compared to 3 times the 1 year subscription.
