Is it possible to have a Cluster Windows 2012 with all the shared disks as virtual in ESXi 6.0?

Now, the Cluster Windows 2012 has some disks as virtual and others as physical RDM. But customer want to convert all the disks to virtual.

You can, but you will have to keep all cluster vms on a single esxi host.

Read about 'cluster in a box' https://docs.vmware.com/en/VMware-vSphere/6.5/vsphere-esxi-vcenter-server-651-setup-mscs.pdf
