HA. VM Dependency Restart Condition timeout

Hello everybody

Please clarify to me the meaning of the following options

I setup the vSphere Availability (vSphere 6.5). I go to "Failure and Responses" -> "VM Dependency Restart Condition"

"VM dependency restart conditional timeout" - if the conditional not met, time out after which vSphere HA will proceed with thenest VM restart priority.

BUT! Here https://ha.yellow-bricks.com/restarting_virtual_machines.html I read about "Restart Retries" and that retries up to 5 by default

Where is the truth? If the condition is not met, the VM will reboot up to 5 times or wait for the timeout "VM dependency restart condition timeout" and will start the next VM.

Or where I misunderstood...
