I just migrated one VM from one ESXI Host to another, then tried to boot it up, but it just hangs as if it has no bootable hard drive saying: Attempting to start up from -EFI Virtual Disk (0.0) Unsuccessful

EFI Netowrk ...
Start PXE over IPv4..
Then it goes to the bios of the VM, and the cycle repeats.
I tried migrating the machine back to the original host and I get the same thing.
I tried restoring a copy of a backup to the VM but that didn't fix it either. How do I fix this VM? The guest OS is Server 2016.
