Guest OS Customization Policy not changing hostname/IP

I'm trying to deploy a VM from a template I created. Before converting to the template, the guest OS was fully installed (RHEL 8.5). Now, I've converted it to a template and I'm trying to deploy another VM from that template, using a VM customization policy I created.

The VM customization policy specifies to "Use the virtual machine name" as the computer name. I've also specified to prompt the user for the network information (IP/SM, etc).

The issue is, whenever I deploy a VM from this template and select the policy, it does prompt me for the IP info but the VM is still deployed with the original template/VM's hostname and IP address. Does anyone know why it's doing this? Did I do something wrong in the process? Was the template VM not supposed to be built out fully? What's the proper way to configure it so that the VM customization works correctly?
