Fixed IP for vCloud Usage Meter OVF

I'm having my first run-in with IP Pools. Is it possible to set a fixed IP for the usage meter appliance and use it without having to create an IP pool in the datacenter? If the answer is no and I have to set up a pool, what happens if I use an IP range that has VMs with fixed IPs from that range? I'm guessing that the IP pool recognizes IPs that are already in use so that it will avoid ip conflicts, but I'm not big on guessing. :smileyplain:

VMWare Environment: vSphere 7.0, EQ PS6210 SANs, Dell R730 Hosts, dedicated Dell switches w/ separate vlans for vmotion and iscsi.

I'm running 3.5.0.0 without any IP pools and it works like a charm. Also i don't remember having any issues with the previous VUM versions 3 / 3.3 / 3.4
