I have the following question, I have a cluster with CPU 6148 (Skylake) I want to expand the cluster, but I only have hosts with cpu 6226 (Cascade Lake) if I enable EVC in the cluster and then add the host with 6226 cpu, will restart VMs be required for vMotion?
Or when expanding in a cluster, a single set of instructions will be used and there will be no problems with vMotion?
Adding a new host with more CPU feature to an EVC enabled cluster usually works without issues. Since the VM's on the other - already existing - host have been powered on with the Skylake instruction set, you will be able to vMotion them to the new host.

Enabling EVC on a cluster with the same CPU will not affect powered VMs?
Enabling, or even disabling EVC will not affect any powered on VMs.
A CPU feature set is mapped to a VM only at power on, otherwise most guest operating systems would likely crash.
