EVC mismatch between Cluster and virtual machines

We have a cluster of ESXi servers that has been set to EVC mode of Sandy Bridge for 4 years. We just migrated vCenter a month ago from Windows vCenter 5.5 U3 to the appliance that is 6.5 U2. Then I did a clean install of ESXi server one at a time in the cluster (EVC mode enabled for Sandy Bridge) to ESXi 6.5 build 8935087 from ESXi 5.5 U3. When we power on or create a new virtual machine in this cluster the virtual machines are coming up as ivy bridge EVC mode not sandy bridge which is causing vmotion issues in the cluster. If a VM determines its EVC mode at power on and the cluster is set to Sandy Bridge EVC mode how are the virtual machines getting to Ivy Bridge which is a level above Sandy Bridge in the EVC mode scale?
