ESXi 6.5 write speed drops in Windows Server 2016 VM / slow compared to physical machine

Hello,

I have the problem that the transfer-speed is low or drops when copying from one SSD to another.

Configuration:

Supermicro X10SDV-TLN4F Xeon-D 1541 8Core / 16Thread
2x Samsung DIMM 32GB, DDR4-2400, CL17-17-17, reg ECC M393A4K40BB1
Dell Perc H310 flashed with LSI IT firmware version 20.00.07.00 now displays LSI 9211-8i, but in ESXi and Windows it is recognized as DELL SAS 6GB
1xSamsung 840 Basic, 250GB on the SATA port of the board
2xSeagate Nytro XF1230 1920GB on H310


ESXi 6.5.0 Update 1 (Build 7388607) is installed on the Samsung SSD.


Please do not consider the Samsung SSD.

VMFS6 DataStore1 on Samsung SSD: The memory not needed by ESXi. Here is also the VM Windows Server 2016 saved.(Windows C:)
Server 2016 VM: 4C, 8GB

Copy 30TB from DataStore1 (Samsung C:) to DataStore2 or DataStore3 (E: or F:) in the Windows Server 2016 VM.

What I've done / tried so far:

-RDM 
no improvement
-thick eger zeroed
no improvement
-thick eger zerod + paravision

-H310 passthrough

no improvement

4G:

Drop is not always available, sometimes constant speed at about 300MB/s.
Drop does not always take place at the same amount of written data.
From Samsung SSD to one of the two Seagate always constant about 400MB/s.

Windows installed directly on the physical machine, constant speed about 450-480MB/s, no drops.
