ESXi 6.5 PCI passthrough mapping

I have a need for a VM solution to create VM's and pass through a few PCI devices to the guest (Centos). In ESXi I can successfully map the PCI devices, however the PCI bus/device/function mapping in the guest needs to be configurable, so that I can control where they appear in the guest OS PCI map. I can do this with VirtualBox and KVM, but they have other issues that make them difficult to use for what I need.

I can't seem to find a way to control this mapping in ESXi, the devices appear in the guest OS in some random bus/device/function numbering. Can someone point to any information or document on how I can control how the PCI passthrough devices are mapped to the guest OS?
