In ESXI 6.5, Datastore stows up fine, yet says only "local" VMFS datastores can be browsed.

Well,
the message says it. You can browse VSAN and local VMFS datastores with the web client you are using.
Your datastore is a NFS datastore.

Yes, everything is ok with your environment. As said, you just cannot browse the datastore with that web client because this feature is not implemented yet.
