This is a weird one.
My users can only see/access the Content Library if they're on one specific domain. I've even given a user admin privs in that domain to test it, couldn't see anything and got the following error trying to make one:
Unauthorized (com.vmware.vapi.std.errors.unauthorized) => {
messages = [LocalizableMessage (com.vmware.vapi.std.localizable_message) => {
id = com.vmware.vdcs.vsphere-auth-lib.permission.denied,
defaultMessage = Permission to perform this operation was denied.,

}
No one has had any other problems with permissions or anything else. It's exclusive to content libraries.
