Clipboard does not work on ESXI 6.7

I am trying to configure the clipboard according to:

But he still does not work for me. You must copy the lines from the virtual machine to your PC.

On Windows 10 x64, installed WMWare Tools and made configuration changes:

isolation.tools.copy.disable FALSE

isolation.tools.paste.disable FALSE

One quick question, have you powered of the entire VM (Not only guest level)
