When I read what you asked I instantly thought that you would probably be only to get half-way there without using something 3rd-party (e.g. just send notification for any vMotion not specific VMs to specific recipients), but it *looks* like all of this is configurable via vCenter custom alarms, though you would need individual alarms for each VM/group of VMs (if similar named e.g. for VMs named CORE-A, CORE-B, CORE-C, use alarm with VM name 'starts with' = CORE):
