CPU utilisation above reservation/limit

Hi I'm new here, please be kind. I'm being asked to provide an explanation for an observation a few stages removed from the problem. So I may ask the wrong question.

We have a VM running under ESXi 6.5 onto which a CPU limit and reservation have been applied.

Then when we run the VM (with other VMs running on the same host) we get the following. Is there a simple explanation?

We are being asked to 'prove' that VMware does it's thing i.e. prevents a VM from exceeding its limit/reservation. The host is 14 core 2.6GHz.

The utilization includes ESXi host overhead required to run it.
