Automatically reboot VMs when bring up an HA cluster

Hello,

I know it is kind of a strange situation but my company is looking for information on how to automatically turn on our VMs in the event we have to bring down our entire environment dew to a power outage or site maintenance.

We want to configure this so that vms are powered up in a specific order. DCs, VC, Other high priority, Low Priority.

We are running vsphere 6.7. With out Standard Licensing we do not have DRS. I have been trying to use the VM/host groups and Rules and the vm override priorities but i can't get this to work in our testing environment.

I know the point of HA is to keep everything up and running but it makes it pretty hard to take everything down and bring it back up when you need to.

Any solutions you have I would love to hear about.

I suspect the answer lies within a script...
