Any way to delay vcenter alarm?

Is there any way to delay an alarm?

For example host connection state. What I would like is to ability to execute an action if the host connection state has been "not responding" for 10 seconds. If the alarm clears before that, nothing needs to happen.

Not within vCenter, to my knowledge. With vROps it's not a problem by using collection cycles.
