For adding PCI device to VM if you have administrator access to vcenter you can add the PCI to any VM.

Nawals​ thanks for reply, its clear that Admin is able to do that . Due to security reasons we cant use Admin so im seeking for specific permission which allows me to do this

You can create customize role in vCenter and add below roles to allow to add or remove the device on VM.
Virtual machine.Configuration.Add or remove device

Virtual machine.Configuration.Change Settings
