16GB but only 13.9 is displayed

Hi I have a problem with my server, which does not work as well as I want. I have 2x 8 GB DIMMS installed. When I install ESXi-6.7.0 there are only 13.9 GB left. I can't find an answer to this, does anyone have a solution. I have also tested it with ESXi-7.0.0, same bug....

It's not a bug. ESXi needs overhead for itself to operate correctly, so you can't start with 16 GB, run an OS, and still have 16 GB left to run VMs. It doesn't work on magic.
