vSAN ROBO License question

Dear all

A customer has three remote offices. He has in each of the remote location a vCenter Server instance. He also has at each location 5 virtual machines running.

In total he has (3 x 5 ) = 15 virtual machines, however he also has 3 vCenter Server instances.

Question:

Can this customer purchase one 25 VM vSAN ROBO package for all his 15 virtual machines?

Are they using enhanced linked mode? If so then i believe you can use a single licence key as it will be replicated across vCenter Servers.
If not then, no. You will need separate licences for each vCenter otherwise you would see all 25 allowed VMs on each vCenter
