There is the option to use vSAN iSCSI presenting storage to MSCS/WSFC on non-stretched clusters. But as vSAN iSCSI is not supported on stretched clusters, if you only have stretched clusters then this is not a supported option. Only non-shared disk implementations are supported natively with shared disk configurations being supported for vSAN iSCSI (and then this is not supported for presenting to ESXi):

in addition to that i found this information about iSCSI services on vsan:
"vSAN Stretched Clusters are not supported"
At the end there is no option to run MSCS/WSFC on vsan stretched clusters.
