I'm reading an Essential Virtual SAN Administrator guide second edition. It is based on 6.2. I'm wondering is it worth spending time in reading Ruby console and commands. How relevant it is in 6.6 release

Yes, RVC is still relevant and useful in 6.6.
While other aspects/features of vSAN such as the Health check have been vastly expanded and improved in vSAN 6.6, RVC remains a good tool and offers decent visibility and management of multiple aspects of vSAN (and spbm) that are not as available else-where (without cmmds-tool scripts anyhow).
Some new commands were also added in 6.5/6.6, the guide I find easiest to use and generally advise is at virten.net:
