Nested ESXi 7.0.x: Create a new disk group failed if both cache and capacity disks are SSD(flash)

I have created a vSAN cluster using nested ESXi 7.0.3 hosts.  Each host has two vSAN disks  (cache and capacity disks) which are shared by iSCSI server.  Also, they have been marked as flash disks.   

However,  a new disk group can't be created successfully if both cache and capacity disks are marked as flash. 

Here's the error:

Cannot change the host configuration. Cannot mark disk naa.60014050e12bd3477cf491b920f0db39 as "Local". "Local disk type does not support mark remote operation"

How can i fix it?

VSAN uses local devices/disks, so what you may to with the nested environment/lab is to e.g. create virtual disks for the nested ESXi hosts on the physical hosts's datastore(s), so that the appear as local devices/disks in the nested ESXi hosts.
