I keep trying to enable File Services, and keep getting the following error when the OVF starts to install:

ESXi hosts are running
DVSwitches all updated to
vSAN
I do have this message at the top of the vSAN Services pane; this is our DR cluster that I updated from 6.7 to 7.x first as a proof of concept; and I haven't upgraded our prod cluster yet, and we're replicating VMs from prod to DR:
