Creating Resource Actions via code (vRA 8.3)

I'm looking to create Resource Actions preferably via a vRO workflow.

Can anyone recommend the best way to achieve this, if indeed it is possible?

Whats the issue 

Resource action can be created on any certain type with binding to external vro

I'm developing a vRO package that will ultimately be sent out to customers. This package contains workflows that will be kicked off from Cloud Assembly via a number of resource actions.

I can configure the resource actions manually but would like to give customers a vRO workflow that they can run to configure the resource actions automatically.

So is there a way I can "script-out" my resource actions and import them somehow?
