vapp quota limit

hello

when i create vm and move it to specifi vapp it shows me this error

(com.vmware.vcloud.entity.user:3dacc82b-3c69-460a-a1ce-733d0dcb25ab) has exceeded its quota limit per the applied quota policy System-generated-lntf6143-FCA4_VDR_IMTOLS_SELFINNOV-quota-policy.

All VMs quota limit: 4 count. Current available resources: 0 count. Current requirement: 1 count.

i can move vm to other vapp but for this specific vapp i see the error above ,

is there quota per vapp itself that i can modify ?

There is no Quota you can explicitly set inside a VAPP level, are you changing the Storage policy or Network during this migration? Do you have a Quota set at the VDC network pool , Storage Policies,user or group  level ?
