vShield Manager is not registered with the VC x.x.x.x

Hi, running in to a weird problem with a new vCD (latest) install.  When trying to add the first vCenter and vSM to the vCD instance, the vCenter will add correctly, but the vSM fails with the error "vShield Manager is not registered with the VC x.x.x.x", where x.x.x.x is the IP of the vCenter.

The vSM is definitely connected and registered in the Lookup Service as well as the vCenter.  In vCenter, we can navigate to all the vSM tabs, create rules, etc.  Also, there is not network or DNS issue between the cells, VC, or vSM.

Over the years, I have never had an issue with this basic step.  I have opened a SR for this, but nothing has come back.  Any ideas?

It wound up being an issue with SSO and Inventory Service.

Is the Hostname for vCenter you entered into the vCloud Director GUI the exact same as the Hostname for vCenter entered into vCNS/vSM?  These need to be 100% identical, as vCloud does a comparison to ensure the hosts are the exact same.

Other than that, make sure vShield is on 5.1.2a if you are on the 5.1 generation.
