vCloud Director tenant permissions

I've installed vCloud Director from VMUG Advantage. I have the provider VDC created and a couple of tenant orgs. I cannot seem to find out how to provide permissions to the actual tenant, so I can't log into the tenant portal. I'm sure that I'm missing something obvious.

 How to log in to vCloud in order to manage Users or Roles, you must log in with an Organization Administrator account.
