can not update vm's setting

Vmware vcloud director V5.1

I have a vm already in a vapp.

for some reason the cpu and RAM settings missing, I did check the

"Enable guest customization"

then in "Hardware" tab change the CPU and RAM setup.

but then got "Error", "cannot update"

anybody can give me clue?

Have you got the correct permissions to customise the VM?

Also have you powered off the VM via VCD and not just shut it down from within the OS?

Trying Stopping the vApp and also the VM from the vCD UI.
