PowerOn - Vapp -> is done when the network devices are started (edge vapp networks) + all VM's are powered on (that are set to start on vapp startup)
PowerOn - VM -> is done as soon as the VM gets past the bios boot screen
It would be nice if a param existed to powerOn(WaitForTools) or something, but it does not.
Keep in mind powerOn RETURNS the second it is call. It creates a task that you have to watch to see when the operation is done ... bt done does not equal guest OS up and running. One example, the first time a windows system boots, if guest customization is on - I have seen it take 15 minutes before the system was really usable. No way to really know this from the cloud director side (that I have found)
