VCD 1.5.1.622844 - "Insufficient Resources" when power on a vse

Hi.

Hope someone can help or guide to troubleshoot this problem...

We are getting the following error when we try to create a routed network:

Failed to initialize shield appliance

- HTTP/1.1 400 Bad Request
Code : 70510, Description : Unable to power on vShield Edge Virtual machine. This is a vCenter Server operation and might fail due to intermittent communication failure with vCenter Server or system unresponsiveness. Please check vCenter Server Tasks for details
(we have verified conectivity is OK)
On the VCenter Tasks we see that the VShield Manager ovf is being deployed and created, but when the vse vm is "powered on" we see a "Insufficient Resources"  error message.
We have not been to determine the root cause of this.
- We are able to deploy a VShield Edge manualy without problems in any Resource Pool
- We are able to power on VMs without problems in any Resource Pool
- If we delete an existing routed network (vse) than we are able to create a new one.
It seems this may be a licencing issue, because like I mention we are able to create a vse after one is deleted, and thus it seems that we have reached some limit, but checking the license we have. We are sure that we have not reached the 100 limit we have for the VCloud Director and the VShield Edge.
When we go through the VCD logs (vcloud-container-info.log and vcloud-container-debug.log we find the HTTP error 1.1 400....  but there is no info as to what causes the "Insufficient Resource" message on the VCenter.

Hi All.

This issue has been resolved or at least we are now able to create "routed" networks without the error mentioned.

The problem was licensing. The VShield license that was loaded on the VCenter was a VShield Basic for 100VMS, this was loaded by error.  We changed this to another VShield license (not basic) and 24 hours later the problem disappeared.

During our troubleshooting we noticed that we were not able to create from the VCloud Director routed networks (vse_  machines) which went greater than the number 25. As mentioned we could delete and create but we could not  create above the number 25. This seems odd when we have a license for 100, any way after changing this license, we now seem to be OK.

The error given does not mention anything with regards to the root cause, also logs checked do not mention anything with regards to license limit reached (hostd.log, vcloud-container-info.log, etc).
