vShield Manager is a requirement for the initial configuration of vCloud Director.  You can configure your networking in such a way to not use vShield Edge devices but there really isn't any point in using vCloud Director if that's the case.

For users of vCloud Director 1.5.1 with the vShield 5 Edge licenses that want to implement vCloud Director 5.1,

Please not that the vShield 5 Edge licenses have not been upgraded to a new vCenter Network and Security license,

So vShield Manager stays in evaluation form when you install vShield Manage 5.1 on a new infrastructure.

I have opened a ticket on how to licenses the vShield Manager 5.1 when we posses the lower vShield 5 Edge licenses

It's a bit confusing, but you will find the vShield Manager 5.0.1 in the vCloud Director 1.x section at

Hi Erik,

Would be keen for you to post the findings of that call here if possible.

I assume a formal move to vCD5.1 licensing then provides the new Network and Security license key at the appropriate level - it's just that the license keys we already have for 1.5 only continue to work with the vcloud director server itself?

One of our consumers has separate vSphere Enterprise Plus licensing and another license for vCD1.5 (uplifted in stages from an original Lab Manager purchase). VMware marketing understandably seems to want to upgrade both (or combine) into a single vCloud suite package so they'll apparently need to make that decision before getting a vShield upgrade key 😞

I'm very sorry for you, because I can open and retrieve vSield Manager 5.0.1 from the link I posted a few post ago.

Guess you will need to open a Ticket wih VMware. Good luck.
