Imbalanced workload between clusters in vCloud v1.5.1 environment

Hi,

We have vCloud environment based on vSphere 5 and vCloud director version 1.5.1, there are 2 clusters with 8 hosts each which are managed by vCloud, the problem is when a new VM is provisioned it gets deployed under the first cluster (marked as primary in vCloud GUI), no VMs are being deployed on second cluster, load is about 70-90% on first cluster which is about 4% only.

Questions:

Will vCloud director balance VM deployment load across clusters? If yes, what are the rules?

In vCloud GUI there is no way I can select which cluster is primarily, how this work?

Both clusters have DRS fully automated enabled
vCenter 5 build 623373

- You have both root resource pools (DRS Clusters) mapped to the PVDC?

- Do both root resource pools belong to the same vCenter?

- Which Allocation Pool are you using? (Pay-as-u-go/Alloc/Res.)

Yes, both resource pools belongs to same vCenter.

Allocation policy is Pay-as-you-go

More info on that, not all organization vDCs sees both resource pools, only few, if I create a new Org vDC it will see only one resource pool. There is no way I can choose which resource pool is primary.
