IOPS limit on VMs in vCloud director and storage policy

We would like to apply IOPS limit on VMs in vCloud director ,so what is best way to achieve requirement

Regarding storage policy ,as we have many datastores in storage DRS and some more datastores are out of storage DRS.

Is it mandatory to have all Datastores in Storage DRS ? or standalone datastores under Folder is also fine ?.

Is it recommended to apply same storage policy tag for datastores which are part of Storage DRS and standard Datastore  ?

Please some one can share documentation or link or steps to implement IOPS limit  for VMS in vCloud director platform ?

It is not mandatory to use Datastore clusters with SDRS, individual datastores with SP tags are perfect or you can leverage VSAN policies and map the same in VCD. For IOPS configuration please refer
