Agreed, the first idea I suggested was backing up the database. I was unsure what you were trying to achieve. I am not currently aware of a commerical product to do what you want. The vCloud API would allow a way to create and delete Orgs, which whould give you the functionality to recreate deleted Orgs, but I assume you want to take it further and restore everything contained within the Org as well. I would recommend not deleting the Org if that is the case and just remove permissions to it (i.e. decommission an Org instead of deleting it).
