How to allow vcloud org admin rights to import templates from vcenters?

As I am expanding my vcloud installation I can't seem to figure out how to give a bit more power to the org admins.

I  would like to let the org admins to be able to import their own templates from their old lab manager installation. But the icon is missing completely from the import screen.

Simple answer is your can't.  vCenter operations are system level only.  Tendants (org admin) are not given the rights to understand the lower level system (ie vCenter).

However - one option is to create a portal (maybe using vco) that can use the vCloud API to do this work.  The portal would use a system account, and then transfer the content to the org admin.

This is correct.  Allowing this to non-System Administrators would expose the internal workings of the vCloud Director instance, which would be bad in a general sense.
