Howdy,
I'm able to create VCDNI pools and external networks just fine. Now when trying to connect an org VDC to an external network through a NAT connection the deployment of the VR fails:
Error creating Shield network appliance.
- vClould-Shield edge error: Creating/configuring the VR failed: vsmHandle.initializeEdge() net:1948253845/dvportgroup-218 vse:vm-220 VSM IP:10.48.58.18 failed.
- HTTP/1.1 403 Forbidden - The user does not have permission to perform this operation.
The credentials (admin role) to vShield 4.1 manager are correct. I tried entering wrong credentials on purpose inside vCloud Director. It complains immediately in the vCenter section. I am able to log on the vShield web interface with those credentials and get admin access.
I also saw a different error message a bit earlier: "cannot complete operation due to concurrent modification by another operation".
Any tips? I'm happy to RTFM, just let me know which one.

Did you license vShield Edge? if not, that is probably the issue.

I don't recall vShield Manager install required a license key, how to enter the key?
Had the same problem. From the vShield quick start guide:
1 From a vSphere Client host that is connected to a vCenter Server system, select Home > Licensing.
2 For the report view, select Asset.
3 Right‐click a vShield asset and select Change license key.
4 Select Assign a new license key and click Enter Key.
5 Enter the license key, enter an optional label for the key, and click OK.
6 Click OK.
7 Repeat these steps for each vShield component for which you have a license.
vSM doesn't require the key, Edge requires is. As described above, add it to vCenter.
I will create a short blog article that contains the error + solution so that it is easy to find via google.
