It is possible to create the VMs in vCloud however you still require shared storage which will need to be configured outside the platform.

That is correct. Alternatively there are people that have been using a "shared storage" VM to export iSCSI volume to the 2+ cluster nodes. I am not saying this is the perfect solution. It's an alternative and depending on the use cases it may be good enough. It would also have a 100% self-service approach .

Another point is that if its SQL clustering you're interested in, SQL 2012 supports local disks so you could run that directly on vCloud Smiley Happy

Well yes... "cluster" is a not enough abused word as it applies to so many scenarios that would be difficult to say yes/no.
