Can't create external organization network (NAT-routed)

Hi, I believe I have setup vCloud Director correctly and have my vApps working successfully over internal organization networks and external (direct) organization networks. However, for some reason I can't seem to create external NAT-routed organization networks. When I do so, I receive the following error in vCloud Director:

"Could not locate resource pool against which to perform operation. Please contact your vCloud Director Administrator."

I do indeed have a resource pool created, and it was specified when I created my provider vDC.

This issue occurs when the system-vdc resource pool missing from the vCenter.

Are you able to see system-vdc resource pool in vCenter ?
