Can't Create Organizational vDC

I have an issue with vCloud Director not allowing me to create an Organizational vDC because it says the my Provider vDC is not enable or activated.  I verified that it is.  The screen capture it attached.

I didn't get any error message during the setup of the Provider vDC.

Can you please share the screenshot / complete error message of the error as well.

AS per your Screen you should be able to create Org VDC without any issues

as per screen shot there are no issues, please provide more screenshots and logs
