It's not necessary to power servers off and on. In my environment that means emergency changes. I know many people must do it for Windows servers because the order of the services is not easy to figure out, however for Virtual Center and the PSC the easiest way to restart the suite of services and avoid the reboot is the service-control command:
C:\Program Files\VMware\vCenter Server\bin>service-control --stop
C:\Program Files\VMware\vCenter Server\bin>service-control --start
As for the order, looks good to me but I'm surprised that there isn't a KB that details this. We also have SRM and vSphere Replication in our environment and the question of what order we have to restart everything in has come up several times!
