vm is showing up from vcenter but actually down

A vm is showing up from vcenter but its actually down. Cant do anything , cant kill from putty as the version is old

ESX 4.0 version

Please help

Have created the vmx file as it was corrupted.

create the vmx file with the help of the log file. It works.

The error given below

[root@**** ~]# vmware-cmd /vmfs/volumes/f14debf9-5be41d98/SIN-AS-CAS.wiley.com/SIN-AS-CAS.wiley.com.vmx stop

vim.fault.ToolsUnavailable: Cannot complete operation because VMware Tools is not running in this virtual machine.

[root@**** ~]# vmware-cmd /vmfs/volumes/f14debf9-5be41d98/SIN-AS-CAS.wiley.com/SIN-AS-CAS.wiley.com.vmx stop hard

vim.fault.InvalidPowerState: The attempted operation cannot be performed in the current state (Powered On).

vm-support -x   is not showing the server name

NEITHER /usr/lib/vmware/bin/vmdumper -l is not showing the server name
