vSphere with Tanzu Basic - Putting a host in maintenance mode stuck

We have a vSphere with Tanzu Basic Cluster and we are attempting to put a host in maintenance mode for it's eventual removal and replacement. We are unable to put the host in maintenance mode because a Supervisor and 2 Worker VMs will not move off the host and we "Don't have permissions" to move them manually.

How do you move those VMs? I can find anywhere in Workload Management to do it.

How do you put a Tanzu host in maintenance mode?

Anything we need to know when we replace it?

 

I do have a support ticket open but VMware is slow to respond on this. I figure someone else has run in to this issue.
