UPDATE - I have had some success using the new Remote Console, though for some Linux VMs I had to reboot them first before it started working. Hopefully, this is a long term solution.

I'm having the same issue. HTML5 client using different browsers, from different systems using different logins. All have no keyboard response on the Web Console for Linux systems, except the Ctrl-Alt-Delete button works in the Web Console. Windows VMs work fine.

I've logged in directly to a host (VMware ESXi, 7.0.2, 17867351) and experienced the same issue.
I've also tried it from old hosts (VMware ESXi, 6.7.0, 17700523) with the same issue.
Definitely started happening in the last couple weeks and makes it pretty tough to setup a Linux system pre-SSH with no console access.
