The problem is that there was no response for the Management website
URL I was trying was
https://DNS Name:5480
the DNS Name was taken from item 1 in the attached image.

Have you tried it w/ IP? ex: https://172.16.0.1:5480
it was not accessible via IP either.
Is the port maybe blocked in your firewall?
you could maybe try to telnet it with the port.
telnet server-IP port
For example:
telnet 38.76.11.19 5480
