vCenter Role

Hi, for a new department that will need 4 to 5 virtual machines, the access should be such that these users can only modify and start these new VMs. The rest of the infrastructure should be at least read only (not modifiable). Created a user in the xxx@vsphere.local and assigned at the VM add permission power user role. After logging in again, the other VM's could still be modified.
How to do this correctly in the vCenter7x infrastructure?

You must accomplish this using folders. Put the VMs to folder and set on this folder appriopriate perrmisions (power users role) and others sould be in others folders and set permissions on read only.
