vCenter Flash UI did not survive a reboot

Rebooted my vCenter appliance, the HTML UI is OK but the flash UI gives a 503:

503 Service Unavailable (Failed to connect to endpoint: [N7Vmacore4Http16LocalServiceSpecE:0x00007f16b00f7660] _serverNamespace = /vsphere-client action = Allow _port = 9090)

It appears from netstat that there is nothing listening on port 9090. Systemctl doesn't show any failed services. I am running:

   Product: VMware vCenter Server Appliance

   Installtime: 2017-06-03T02:10:30 UTC

   Releasedate: July 27, 2017

   Build: 5973321

Is there a link with instructions about how I debug this?

After a few hours, I retried a "service-control --stop vsphere-client" followed by a "service-control --start vsphere-client" and I have the flash interface back.

So, a bug in the startup sequence dependencies......
