No, it's not right. vCenter allows you to configure various HA options. But if the host fails, the virtual machines are launched by the Fault Domain Manager (FDM). These are the agents that are installed on the hosts, and which do not depend on the vCenter's performance. They live their lives, choose master, etc.
Better on the same host & Datastore. And it's better to use the vcenter server appliance
what happens to vms located on host which are supported by HA & DRS when the host fails while vCenter is also on that host?
DRS is responsible for live migrations. If a host fails, it's HA which is responsible for restarting VMs.
HA works independently of vCenter Server. In case of a host failure, vCenter Server will be restarted on another host like any other VM, which was previously running on the failed host.

But. as far as I know, it is vCenter which is responsible to allocate another host &/or another hardware resources while the primary host fails by its heart bit function.
So, when the 1st host containing vCenter vm is failed, there is no vCenter to decide & allocate another available & running host for substitution.
