is it possible to add CPU if CPU hot add/remove disabled

I heard it is possible to change CPU counts and memory without having CPU hot add/remove enabled through CLI. Is it possible to change the CPU and memory count without having to power off VM to enable the CPU and memory hot add? I work in a hospital environment and powering off a VM is not possible to enable these functions.

To change CPU counts and memory without having CPU hot add/remove enabled depends upon the Type of OS and Version.

I don't think it's possible without having hot add enabled on the VM prior to the change, even through the CLI.

And even if it worked, I would also strongly advise against it. It's possible the guest will run into serious stability issues (probably bluescreen or kernel panic) if the underlying virtual hardware is not prepared for, or does not properly present hot-add to the guest OS. Unexpected downtime like this is probably the last thing you want in your environment, so better play it safe.
