installing Ubuntu 15.04 Server guest failure

I have a test vsphere 6 environment with 2 ESXi 6.0.0(3029758) and a vcsa (6.0.0.10000). I am getting a failure creating a basic guest VM using Ubuntu 15.04 Server iso file. I'm using vsphere client connected to the vcsa. The install fails when trying to install the default packages. pkgsel error 30

I do not get this error when using another ESXi host 6.0.0(3029758) that is a stand-alone server. I am able to export the guest and import to my vsphere.

Are you using the same ISO file ? If yes, are the ISO on the same datastore ? If not, try upload again the ISO to the datastore for the host that is getting problem to install.

same iso file (over same NFS export).  I just tried using the ISO locally mounted from the host datastore. The install hangs a 43% scanning disk during "Starting up the partitioner".  I also tried vsphere client connected directly to host to bypass vcsa.

I get a little further not using vmxnet3 during install but the install stops at random spots (partman/ufw).
